Boil the wood ears in water for 3-4 minutes, then drain and rinse with cold water. Let them cool completely and drain excess water using a salad spinner if needed.
In a large bowl, mix garlic, chili peppers, vinegar, soy sauce, sugar, and sesame oil until sugar dissolves.
Add the wood ears to the sauce and mix well. Refrigerate for 30 minutes.
Before serving, stir the mixture again and garnish with chopped scallions or cilantro.
